An applicant for a provisional license will submit their completed "licensure packet" to WVBEC. The file will be reviewed for compliance with Series 1, Licensing Rule (2016). Once the file is approved, the applicant will receive an 'approval' via email. The approval email will include an 'NCE Approval Notice' and instructions for online registration for the exam with NBCC.
Please note, an 'NCE Approval Notice' cannot be issued through this Board until after an applicant applies for licensure and after the board determines the coursework and application requirements have been met. Also, the Temporary Permit cannot be issued until after the applicant receives the 'NCE Approval Notice'.
For graduate students who have passed the NCE exam, please mark your application materials accordingly and request your official scores be sent to WVBEC at the address below. It takes approximately 4 weeks for WVBEC to receive exam scores from NBCC. Please note, if you have already been approved to take the NCE through your graduate program, you may elect to receive the Temporary Permit the board waits to receive your official NCE scores.
Temporary Permit The purpose of the temporary permit is to allow the applicant for licensure, who has been approved to take the required examination, the ability to work in a counseling position while they are taking the examination. The permit is only valid for 6 months and may not be renewed. Supervision by an ALPS is required while practicing under the temporary permit. If you elect to receive the temporary permit, please complete the Attachment A and include it with your application materials. Please note, an applicant cannot be approved for the Temporary Permit until after they have applied for licensure.

Session B3/C3 applies to the LPC Ethics requirement and session G4(H4) applies to the ALPS (LPC Supervision) requirement. Both continue through the following time slot to assure they offer 3 full hours.
